Dr. Schwartz received an A.B. In psychobiology from New College, Florida, an M.A. In Rehabilitation Counseling from Michigan State University, and a Ph.D. In Community Psychology from the Union Institute, Ohio.
He is the former director of the Pennsylvania Developmental Disabilities Council, and is the recipient of the American Association on Mental Retardation's Dybwad Humanitarian Award for his work in social reform.
Dr. Schwartz spent 25 years in the field of developmental disabilities and has practiced psychotherapy for the past twenty.
